Pleasant Grove terminates planning agreement with Lindon

An agreement that would have allowed Pleasant Grove and Lindon to share common planning and revenue in certain areas of the cities was terminated by the Pleasant Grove City Council this week.

According to Gary Clay, Pleasant Grove Finance Director, the agreement had been in place for approximately four years. It was a matter of sharing sales and property taxes in the Grove Area of Pleasant Grove and the adjoining area of Lindon. It also was a way to achieve a similar overall look.

"We just didn't want to be competing against each other for businesses coming in," Clay said.

However, Clay said, the two cities have experienced development differences in the areas and there has been more development in Pleasant Grove than in Lindon.

"The agreement was a great concept, but the philosophies of how to create economic development are not the same," said Pleasant Grove Mayor Michael W. Daniels. According to Daniels, since the agreement was put in place, Pleasant Grove has "solicited and attracted" Horrocks Engineering, University of Phoenix, Mozy/Decho, and the Embassy Suites Hotel and Convention Center.

According to Lindon Mayor Jim Dain, the only development that has occurred on Lindon's side -- which is on the opposite side of Interstate 15 -- is the event center Noah's. This is due to the current economy, Dain said, noting that people are not doing much developing right now.

"We knew there were difficulties with the agreement," Dain said. "Lindon was perfectly happy to work through the problems with Pleasant Grove."

According to Dain, most of those problems were language problems within the agreement.

Dain hopes that the two cities will be able to come up with a new agreement and continue with their work. Pleasant Grove representatives expressed similar opinions.

"We haven't closed the door," Clay said, noting that there is a possibility of a new agreement in the future. He said no revenue was exchanged while the agreement was in place.
